The preferred remedy should be selected because it is protective of human health and the environment and optimizes the tradeoffs among the balancing criteria. It treats or removes contamination posing higher long-term risk and implements containment technologies where contamination can be reliably contained and managed over the long-term. The preferred remedy uses permanent solutions to the maximum extent practicable and is the most cost-effective. It also minimizes adverse impacts to the surrounding community and offers opportunities to improve and enhance the aquatic habitat in the nearshore area of the Site.
